“Learn the past for the present, from the outside for the inside” - The key to developing a music scene?

Editors: In September 1985, songwriter and composer Hoàng Vân was delegated to attend an International Conference on “Music and singing in Asian countries” held by CIMT (Conseil International de la Musique Traditionnelle – International Council for Traditional Music) in Ulban Bator (capital of Mongolia). His speech at the conference clearly expressed his cogitation and looked back at what had been done and had to be done about Vietnamese music after ten years since the reunification and after forty years of regaining national independence. The Journal of Musical Research published the speech again for its topicality to this day, nearly forty years since the international conference.
